Tribhasha Formula has been set under the National Education Policy(1968). The word tribhasha formula means that in Hindi-speaking states, students will have to learn a modern Indian language in addition to Hindi and English.
Similarly, in non-Hindi speaking states, students will have to learn local languages and Hindi in addition to English. But most of the institutions do not follow this formula. It is notable that more than 18,000 CBSE affiliates teach mother language or Hindi, English and a foreign language up to the eighth grade.
Recent decisions of HRD Ministry regarding foreign languages
- According to the recent decision of Ministry of Human Resource Development, foreign languages such as German and French will not be part of the Tribhasha formula in schools from the upcoming academic session (2018-2019).
- The Ministry of Human Resource Development has asked the Central Board of Secondary Education (CBSE) that students who are interested in learning foreign languages can choose from fourth language as an alternative subject.
- The Ministry of Human Resource Development believes that the languages listed in the eighth schedule of the Constitution should be taught under Tribhasha Formula.
- In this regard, the Ministry of Human Resource Development is in discussions with the CBSE and preparations are being made to implement it completely from the coming session.
Effect of this decision of the Ministry of Human Resource Development
- Both the positive and negative results of this decision of Human Resource Development Ministry are being seen.
- The positive effect will be that this will increase the promotion of the languages listed in the native languages i.e. VIII schedule.
- While the negative objection can lead to countries such as Germany and France, It is known that there has already been controversy over the German language.
- It is notable that in 2011, the Kendriya Vidyalaya Sangathan compromised with Germany, under which the German language got the third mandatory language status in the Kendriya Vidyalayas, in return, the Gotha Institute of German Government provided 700 German teachers to the Kendriya Vidyalaya Sangathan.
Conclusions-
Finally it may be said that the recent initiative of the Ministry of Human Resource Development under the Tribhasha formula is commendable, but in this regard, it has to be kept in mind that foreign languages should not be neglected.
