This case relates to clear violation of rules and administrative negligence. On the one hand, despite the permission of the constructor was not done illegally, on the other hand, the proper officers were not properly discharged their responsibilities.
Following are the reasons behind the following incidents in the country:
- In violation of the 'National Building Code', a six-story building was constructed in place of the three-story building. It is known that the National Building Code regulates the construction activities of buildings across the country.
- The negligence of the investigating officers is another major reason for such incidents. It is known that before building any building, it has to be made a map. It is clear from this matter that permission was given for the construction of the three-storey building but the construction of the six-storey building was passed by the constructor.
- Then, if the constructor does not even map the six-story building, then it is the responsibility of the investigating officers that they control such illegal activities.
- Greed and excessive profit are given utmost importance, due to which such activities are carried out.
- In order to save money by constructors, the poor material is used so that the built buildings are very weak and are victims of the accident.
- Not enough information about the geographical location of the construction site is collected by the constructors and neither the soil etc. is examined. Their purpose is to build the building in just some way.
- Lack of business ethics is also primarily responsible for such incidents. Due to the lack of business ethics, the constructors give greater priority to self-interest than in the interests of the people.
The following suggestions may be given to prevent such incidents-
- 'National Building Code'; (National Building Code) should ensure proper compliance with the standards set out.
- Proper training should be provided to officers of the department issuing maps for the buildings so that improper maps cannot be issued.
- According to the geographical situation, different standards should be set for different places and an independent agency should be constituted to comply with these standards.
- During the construction of the buildings, the material used by the constructor should be arranged properly so that the poor material cannot be used.
- Increasingly, proper arrangements for the safety of the workers in the construction site should be made so that the laborers can be rescued in the event of towards.
