Civil service is considered to be the steel framework in India. The main reason for this is that the civil servants are responsible for the proper implementation of the government's plans and programs. For civil servants, 'Civil Service Code of Conduct' has been created in India and they are expected to follow this Code of Conduct.
- In fact, civil servants have to work without any bias and work according to legal provisions. It is forbidden to do any such work for them that there is a violation of the law or it has to compromise with the law. But sometimes there is a situation where sensitivity and compassion are also needed along with the law.
- It is known that public servants have to face different types of situations in the discharge of their daily administrative responsibilities, where sensitivity and compassion are required, along with the compliance of the law. For example if a dependent elderly lady asks for help from an officer who has been given the right of house allotment for destitute elderly. It is worth noting that the elderly destitute woman does not have any documents while the benefits of the scheme will be provided only to those who have the relevant documents. In such a situation, compassion and sensitivity along with the compliance of the law will also be needed; otherwise the elderly will not be able to assist.
Why is it necessary to have clear sensitivity and compassion, along with the compliance of the law?
- There are many such uneducated and less educated people present in the society who do not have information about the government's plans and programs. In such a situation, the officer with the qualities of sensitivity and compassion, makes the people aware and encourages them to take advantage of the scheme.
- In a country like India where lack of education and lack of awareness, crores of people depend on others for government work, there is an increasing importance of unified sensitivity and compassion in civil servants.
- Many people are deprived of benefits due to this reason only because they do not have enough documents. In this situation, a sensitive and compassionate civil servant tells these people the way to get the documents and also helps them as much as possible. If civil servants only ensure compliance with the laws, then the above mentioned people may not have benefited from any government scheme or program due to the absence of documents.
Conclusion:
It can be concluded that civil servants, i.e. bureaucrats, should have the qualities of distinct sensitivity and compassion as well as compliance with the law, as the support of minority and poor destitute people cannot be possible by ensuring compliance with the law.
