Following reforms are required-
* Political interference should be reduced- often officer are seen as pacifying political leader for their personal benefits.
* There is a need to distinguish between accountability and operational responsibility
* Stern action should be taken for custodial deaths- India has a very high number of custodial death.
*Sensitivity trainings to police officials - so that they can understand situation of a person.
* Aim of punishment should be individual reformation and not the punishment.
*Modernisation of police force is needed - Indian police is quite behind in terms of technology w.r.t to contemporary police forces.
*Negative image of police in eye of public needs to be improved.
*Corruption , nepotism and red tapism needs to be cut.
*Needa to improve the condition of the prisons.
* Need of separate wings for investigation of crime and for law and order.
* Need to replace the archaic police laws with modern and comprehensive police laws which touches every aspect of modern scenario w.r.t to police.
Reforms can only improve the condition and efficiency of Indian police force. Govt should set up a committee to recommend reforms for police and should implement in true letter and spirit in order to make India police force a role modal for the world and to remove inefficiencies in its Working.
1. Huge under trial population suffering in jail
2. Indoctrination of short-termers by Hardcore criminals due to interactions
3. Poor Prison infrastructure leading to Jail-Breaks (UP , Rajasthan )
4. Unfair treatment in jail, violation of rights , poor sanitation leading to grudge against government machinery , compounded by societal barriers in re-integration & poor job-availability after term- all contributing to high rate of recidivism
The way ahead: Reforming criminal administration
1. Adequate legislative & judicial push to fast-track trials (justice to under trial sufferers) (SC 2017 directive)
2. Proper Planning & fund-utilization for prison reforms. (ratifying CAT of UN , NCRCW recommendations)
3. Encouraging employment of released prisoners ( SHG , MGNREGA )
The earlier we cater to these needs , the better justice we can serve.
