National medical commission bill aimed at reforming medical education and practice; however it causes some problems in the Heath sector.
Issues in the NMC bill:-
1) members of new regulator selects from Central govt. bureaucrats who can cause corruption and problematic situations.
2) It creates a door for the same group who controlled the MCI for years.
Problem in health sector which needs to be tackled in NMC bill-
1)it misses the opportunity to plan for India's rural health care needs.
2) It eases regulation to set up private medical colleges which can cause unskilled doctors in health sector.
3) Many good doctors are in urban than in rural that causes health issues.
4. The selection process of MNC should be transparent and it has to be free from political pressure.
5. It has to be independent body like UPSC which select members transparently. The UK government also follows the same model.
6. NNC also form rules on medical fee structure .it are too expensive for who wants to pursue the medical graduation.
7. This leads to shortages in doctors. As per the data India has 1:1700 doctors, people ratio, compared to the WHO norms of 1:1000. Those to these doctors are in urban areas. But nearly 70 percent of Indians lives in rural area.
8. NMC should made mandatory to work in rural area by attracting the doctor offering various allowance. Then the doctors show enthusiasm to work in rural provinces .
9. Arranging non-doctor training would fill shortage of doctors .non doctors such as ASHA, USHA workers, nurses workers get basic training on medicine would help them to attain on medical emergency.
Ex: in West Bengal provided nine months training led to manage several health related problems correctively.
10. This kind of training able to provide safe, affordable, life saving healthcare in the absence of doctors.
11. Development of telemedicine through BHARATH net not only help the rural people but also digitalized the India
Way forward:-
• we have to think of fix of dr. Shortage rather than MBBS Doctors to fill the gap
•we can't wait for rural areas to become urbanized , so our focus should be to provide essential health care needs in rural areas.
•we have to learn from other countries to address shortage of doctors by train non-doctors in basic medicine and even surgery to improve health condition in rural areas which is safe, effective and cheap and life saving service.
NMC BILL would do the same for the next few decades to address these health care needs.
