Operation flood was successful due to following reasons:
1. Identification of production zones and market for diary goods.
2. Rapid increase of sheds and booths in such markets, like Mother diary was established in four metros.
3. It covered milk cooperatives across regions and the operation was product driven.
4. Refrigeration infrastructure for transportation of milk was procured and developed.
5. Diary education, Research and Development was focused upon.
To make Operation green a success the model of Operation flood should be taken as foundation. The steps that would make operation greens a success would be:
1. Identification of production zones, domestic and international markets to establish farmer to market linkages.
2. Increase in formal distribution retailers and booths in these market would provide access of market to farmers who are generally dependent on Middlemen or institutions like APMC.
3. To manage prices a link between quantity of exports and domestic demand should be created. Any surplus from farm sector can become an export or a raw material for food processing industries.
4. Infrasture for transportation of horticulture like refrigeration trucks, storage at local level, and food parks in close proximity of production areas is necessary. To provide a market for processed foods, a cultural change is necessary. Intake of chips, sauce and dehydrated foods in general household should not be demonised.
5. Institurions like NABARD, SFAC can implement a national market and manage national distribution channels.
6. APMC act must be amended to reduce the middlemen. Trading of agriculture goods should be brought under Essential Commoditires aAct.
7. A budgetary allocation increase of 100% of this year is a step in right direction but to double the farmers income by 2022, requires atleast 5% GDP especially for developing farm sector.
8. Organic foods markets across world should be identified and the farmers should be motivated to grow food organically.
9. Necessary research and development is necessary to prevent damage to crops due to pests and weeds.
