The four major areas of recommendation and their relevance made of Justice Verma Commission are:
1. Quality of pre-service teacher education:
a. Strengthening institutional capacity by increasing investment in establishing Teacher Education Institutions (TEI)
especially in deficit states.
b. Transparent pre-entry testing of candidates in view of local conditions.
c. Every TEI to have dedicated school attached to it as a laboratory where student teachers can develop new ideas and
skills.
d. Research in education and inter-university center in teacher education could play significant role in exploring
opportunities in dynamic world.
2. Quality of in-service teacher education:
a. The existing structures of BRCs and CRCs to be strengthened with provisions for resources. Similarly, DIETs and SCERTs.
b. Comprehensive programmes for continuous professional development of secondary school teachers as well as
educational planners and administrators.
3. Teacher performance and teacher audit:
Central government with state govts and other stakeholders must develop a framework fpr assessing the teacher
performance, linking it with teacher appraisals. It should not be one independent of school performance.
4. Strengthening the regulatory functions of NCTE:
a. Reviewing existing norms through a standard committee in a periodic way.
b. Set up institutional platform in co-ordination with state govts, universities, UGC, etc.
c. Establishing a vigilance cell in view of current misbehavior cases among teachers.
CONCLUSION;Besides strengthening the institutional aspects, political outlook towards education should be improved. In view of India’s soft power prominence, it is important for us to have a vibrant human capital for which education is a foundation.
