Only the creation of the Citizen Charter cannot make a proper change in the administration. Appropriate environment and conditions will also need to be created for proper change in the administration, explain it elaborately.

The aim of the Citizen's Charter is to make the administration citizen centric and transparent so that every citizen can receive the facilities and information provided by the government without interruption. The Citizen's Charter was first released in the UK in the year 1991. After this, gradually it was released in other countries of the world.

            For Citizen's Charter it is necessary for them to be constructed in such a way so that each citizen can get all the information related to the concerned office and department. But in most cases the Citizen Charter is not constructed properly. As a result, citizens have to face many kinds of problems.

            Generally, the employees of the departments are neither familiar with the philosophy of the Citizen Charter nor their main objectives and characteristics. The Citizen's Charter is considered by them as a formality.

            Citizen Charter in India is in the initial level of implementation. Most citizens’ charters are not only filled with verbosity but they also give information about the organization's objectives. They do not have much to do with the convenience of the citizens.

            This is the reason that with the Citizen's Charter, it is also necessary to have suitable conditions and environment so that their actual purpose can be met.

Why is it necessary to have appropriate conditions and environment for Citizen's Charter?

• There is a need for suitable arrangements in each department for disadvantaged sections of the society, especially the poor, the dalits, the elderly and the disabled; otherwise these classes will not be able to get any benefits despite the Citizen's Charter.

• The sensitivity of the departments should be sensitized for the purpose and implementation of the Citizen's Charter. For this, it is necessary to have proper training arrangements for the employees.

• Proper publicity arrangements have to be made to generate awareness among people about Citizen's Charter.

• Most of the participants (Stakeholder) are required to consult at each level while making the Citizen Charter, to make it effective.

• Citizen Charter should be consistent with various sections and firm commitment.
