An individual is said to possess the virtue of Discretion and Liberal Thoughts if the individual’s actions are based upon an internally consistent framework of principles.
Example--Policeman ordered to fire on unarmed peaceful protestors. Honest policeman will obey the order. But such Policemen who follows his own instincts will refuse to fire.
If a good person gets involved in the development process it ultimately helps the vulnerable section or society as a whole.
For instance in the implementation of government programmes like sanitation will be successful when there is overall societal participation.
Individual gain or success might lead to arrogance, disparity, inequality, and social gap, whereas good of all will increase compassion, increase growth, develop society and ultimately a happy and content nation.
However mere Discretion/Wise and Free thought Civil Servant is not enough sometimes more intelligent ones are needed because:
Intelligent administrator may be able to detect the problem like the corruption or reasons for not implementing a certain government scheme and suggest solutions but a wise administrator would be able to take mesures to prevent the problem in the first place itself
CONCLUSION:A proper balance of Wise and intelligence is necessary for reaching balanced decisions in public interest.A wise administrator is tend to be intelligent which is not the same in the reverse way.
