The Current Incumbent government has aim to cover all vilages in the country to be ODF before 2019 under the Iconic Swachh Bharat Mission and for this government is trying to provide Sanitary toilets to every household so that Sustainable Development goals are realised. Genaral election's are approaching and if this goal is realised before 2019 it can prove to be a short in the arm for the incumbent government. Going by the statistics:-
1.) Currently 7 crore plus toilets have been built pan India.
2.) 17 State/UT's have already been decalred ODF.
3.) 3 lakh districts have been declared ODF status.
4.) North east states are well being covered under this mission.
Indeed this is a huge step but going by the Swachh Survekshan Statistics it is evident that central and eastern states like CG,UP,MP,Bihar still lag very behind in terms of actual usage of toilets being built and there are reasons for the same:-
1.) No constant proper water supply :- still there are lots of villages in India where proper water supply is not there, which deters the
use of Sanitary toilets by the people.
2.) when there is no solid waste and liquid waste disposal then after initial use the situation becomes worse and there are chances of
diseases originating from it .
3.) Still in rural area there are things like men in the family will go outside for toilets these behavior issues aggravates the problem.
Moreover the Swachh survekshan survey does not address or raises question on waste disposal hence the most important factor in swachh bharat is not answered. If these basic issues are addressed we may go a long way in improving the current scenario and realising the Sustainable Development Goals target. The fixed target approach or policy does not encourage fair implementation of the policy which was decided on paper moreover it also raised question on intent and fairness of the statistics being generated.
CONCLUSION:If basic stucture is to be strengthened then we have to check the sustainability of building toilets and them being used on a constant basis by the people.
