In Europe, the Second World War had ended by April 1, 1945, but there was no possibility of its ending in Asia soon. For America, Japan's defeat was more important than Germany, which had already had its influence in Southeast Asian regions like Indonesia, Singapore. Indian collaboration was essential for the defeat of Japan, and this cooperation could not have been achieved until a positive move was made by the British Government in the context of India.
Wavell was made the new Viceroy of India in October 1943 at the place of Lord Linlithiga. Vaishrai Wevel said before his appointment in India that he is coming with a wonderful bag of sacred threads for India. The following things were said in this plan: -
The British Government has to aim towards self-government in India.
Except Viceroy's executive, he and all other members were to be Indians.
Indians were to be included in equal number of Hindus and Muslims.
Apart from this, it was suggested to give proper place to Sikhs, Dalits and Christians in India.
The council will take action against the operation and administration of the war, along with such measures, in which the path of creation of constitution can be reached.
Apart from this, the remaining foreign affairs, except the marginal and tribal matters, will be under the control of the Indian ministers.
To discuss this plan, an all-party conference was to be organized by Lord Wavell on 25 June 1945 in Shimla. Although the scheme was to be kept in equal number of upper caste Hindus and Muslims in the Viceroy's executive, on which the Congress could have objected, however Congress accepted the participation in this conference.
