In 1917, under the chairmanship of Vice-Chancellor of Leeds University, Sadler, a Commission was formed to study the problems of the University of Calcutta, two Indian members, Dr. Sir Ashutosh Mukherjee and Dr. Jiauddin Ahmed were also. This commission was asked to submit its report on education coming to the secondary, higher education and university under the University of Calcutta. This commission presented its report in 1919. It condemned the 1904 Act strongly. It has made the following recommendations about university education-
1- School education should be till the age of 12 years and the student should pass an Intermediate after High School, then the University should be admitted.
2- For this, the Intermediate College was to make the government. These colleges are independent or relate to high school.
3-Secondary and Intermediate education will now be given to the Board of Secondary Education instead of the University.
4- There should be three-yearly education for graduation and course honors. & Pass Course is different for both.
5- The government should be removed from the control center of Calcutta University in the hands of the Province Government. Calcutta University talked of establishing Dhaka University to reduce the burden.
6- Facilities for women education should be expanded and a special board should be set up for the education of women at Calcutta University.
7- The University was also told that they would manage courses in practical knowledge and technology. Similarly, universities should open a professional college.
8- The medium of high school education should be varnacular of the provinces and further education should be English medium.
In 1920, the government submitted the report of the Saddler Commission to all the provincial government.
